After losing his wife and child in a car crash he caused by falling asleep at the wheel, he devoted himself to blunting traumatic memory - first trialled on prison populations in nations too indebted to the US to refuse, then on first-year military recruits with no say under the Department of Defense. Introduced in S3E2 as Charlotte Keene's doctor, his work is the Before Times seed of the silos' central tool: deciding what a person is allowed to remember.
Fans read Victor as the origin point of the memory-control technology the whole silo system runs on - the man who proved you can choose what a population remembers, and quietly normalised doing it to people who could not consent.
