Because the immune don't join on their own, the Others produce a gas that induces the Joining directly. In the finale it is flown to Kusimayu's village and delivered; she inhales it and joins.

Where the community lands
The gas is the Others' tool for finishing the job on the thirteen — and the clearest sign the "welcome" is not entirely optional. Whether it can be forced on the unwilling, or only works with a measure of consent, is unresolved.
